The hats come flat as a card in a large envelope with instructions, elastic and a pom-pom. You can also write a greeting or wish on the inside of the hat. A great idea if you are sending the hat to make someone else smile. The hat is made of sturdy, coated paper. Glue is not needed to make the hat.
